Japanese technology policies

I read two reviews of that book and agreed with the assessment of the reviewers (David Wittner and Phyllis Genther Yoshida) that it was an important contribution to our understanding of Japanese technology and industrial policies. The econometric analysis did not show a simple relationship between economic variables and policy choices, but there was sufficient evidence to justify Professor Pekkanen’s claim that economic variables were important and that industrial policies were not selected purely for political reasons.
The closest thing out there to the econometric analysis conducted by Professor Pekkanen in Picking Winners? is the fine little book by Marcus Noland and Howard Pack, Industrial Policy in an Era of Globalization: Lessons from Asia (2003).
The original case study in the book dealt with the space industry (launchers to be more specific). That study was based on Professor Pekkanen’s field research and demonstrated her ability to go beyond the controversies in the earlier literature on Japanese industrial policy. Her analysis showed that she understood the differences between the postwar industrial policies that were based on “catching up” with the West and more recent policies that put a larger burden on the Japanese bureaucracy to identify technologies rather than industries that need to be supported. Her work on this reminds me a lot of the work of Glenn Fong in recent years.
