While some Jewish leaders pressed for a hard-line policy, others worked assiduously to provide the refugees relief and to persuade the government to pursue a more liberal refugee policy. Thus the author refutes claims that the native French Jewish elite was overwhelmingly unsympathetic to the refugees because of fear that an influx of refugees would provoke an antisemitic backlash.

About the Author
Abraham F. Lowenthal, Professor of International Relations at the University of Southern California and president emeritus of the Pacific Council on International Policy, has combined two different but intersecting careers: as a scholar who has published a dozen previous well-regarded books on Latin America and inter-American affairs and U.S. foreign policy, and as a founder of think tanks at the nexus between the worlds of ideas and actions, including the Inter-American Dialogue in Washington and the Pacific Council, a West Coast leadership forum. An essential read for anyone invested in California's future

Engagingly written and persuasively argued, Global California is a fascinating read for the specialist and the general reader alike. Lowenthal's approach is highly original; he explores California's ties to the rest of the world as if the state were a country unto itself, a free-standing actor on the global stage. While he certainly isn't calling for secession, he is pushing for a revolution in the way Californians see their place in the world.

As opening chapters make abundantly clear, what's needed, however, is not so much a revolution as a reality check. California has an economy larger than that of Brazil, Russia, or India. It's not so far off being the "C" in BRIC. The state's population is greater than Canada's and contains the highest number of Mexicans anywhere outside of Mexico. Its interests are inseparable from a whole range of international issues ranging from trade to immigration to intellectual property rights.

Yet California continues to lack a serious vision for its role as an international actor. While Californians are all too eager to be seen at the cutting edge of the Union, they are all too slow to get serious about their position as a major hub in an increasingly interconnected world. Lowenthal pulls no punches; such parochialism is dangerously anachronistic.

That said, Lowenthal is ultimately and firmly an optimist. He lays out concrete steps that politicians, businesspeople, and engaged citizens can all take to meet the challenges of an increasingly globalized world. Global California highlights how each of these groups can work to harness some of the most powerful forces shaping the 21st century. For anyone with a personal, political, or financial investment in the future of California, reading this book is the intellectual equivalent of coming across a $100 bill on the sidewalk.

As informed and informative as it is thoughtful and thought-provoking

Performing a kind of 'canary in the coal mine' function, the state of California has often been a forerunner of cultural and economic developments that have gone on to influence and shape the cultural , political, and economic conditions of the nation (and even the world) as a whole -- and vice versa. "Global California: Rising To The Cosmopolitan Challenge" by Abraham F. Lowenthal (Professor of International Relations, University of Southern California) surveys the many ways in which California (a state with the demographics and economics that rival a great many countries) has been affected by international trends and how Californians can 'identify and promote' their own collective interests is a world that is in constant cultural, political, and economic flux. As the world grows ever more complex and intertwined, Professor Lowenthal advances ideas for how the residents, corporate and political authorities of California can emancipate themselves from leaving decision on how they relate to the broader world to such authorities as the federal government or East Coast Think Tank 'experts' for whom the best interest of California might be secondary to some other agenda. Deftly written , "Global California" is as informed and informative as it is thoughtful and thought-provoking.

An Eminently Readable Scholarly Monograph

Freedman's "Images of the Medieval Peasant" has a virtue truly uncommon to modern scholarly publications. A pleasure to read, and yet rigorous enough to use even in my graduate courses as an example of social history writ large, this volume appeals across varying academic readerly spectra--including non-specialists and undergraduates. Freedman's prose is lucid and engaging, with a flair for the literary that suits his topic well. Particularly outstanding are the chapters in which he treats Biblical justifications for peasant oppression, and I would not hesitate to assign these chapters as stand alone reading in my undergraduate lecture, given that the purchase price of the book is relatively affordable.

The accompanying bibliography, though dated slightly by the book's 1999 release, is still very much a useful source. The copious endnotes, too, serve as excellent jumping-off points for further research. The author's use of art historical material is admirably broad, and serves to compliment his arguments nicely. Essential reading is the text of Freedman's introduction and conclusion, which eloquently bookends the volume with a sense of purpose and overriding structure.

For specialists, a fundamental monograph worth owning, and for the casual reader, a rewarding challenge, "Images of the Medieval Peasant" occupies a well-earned place on even the most crowded of office shelves.

For most of their histories, American and Brazilian censuses were tightly controlled by state officials, social scientists, and politicians. Over the past thirty years in the United States and the past twenty years in Brazil, however, certain groups within civil society have organized and lobbied to alter the methods of racial categorization. This book analyzes both the attempt of America’s multiracial movement to have a multiracial category added to the U.S. census and the attempt by Brazil’s black movement to include racial terminology in census forms. Because of these efforts, census bureau officials in the United States and Brazil today work within political and institutional constraints unknown to their predecessors. The book shows how Mexico's national political system was formed through local struggles and alliances that deeply involved elements of Mexico's impoverished rural masses, notably the peasants who took part in many of the local regional, and national rebellions that characterized early nineteenth-century politics. These rebellions were not battles over whether or not there was to be a state; they were contests over what the state was to be. The author focuses on the region of Guerrero, whose peasantry were deeply involved in the two most important broadly based revolts of the early nineteenth century: the War of Independence of 1810-21, and the 1853-55 Revolution of Ayutla, the rebellion that began La Reforma.

The book's central contention is that there are fundamental links between state formation, elite politics, popular protest, and the construction of Mexico's modern political culture. Various elite groups advanced different models of the state, which in turn had different implications for, and impacts on, the lives of Mexico's lower classes. Contesting elites formed alliance with segments of Mexico's peasantry as well as the urban poor and these alliances were crucial in determining national political outcomes. Thus, the participation of wide sectors of the population in politics for varying reasons—and the subsequent learning of tactics and elaborations of discourse—left an enduring mark on Mexico's political system and culture.

Globalization and Higher Education

Finding resources for research in the area of globalization and higher education can be a difficult task. While there is a lot of information about higher education in various countries, this is usually referred to as international comparative work. The University, State, and Market: The Political Economy of Globalization in the Americas, edited by Robert A. Rhoads and Carlos Alberto Torres is a book that promotes the role of the university as as an agent of social transformation committed to a democratically negotiated definition of the public good. With contributions by Noam Chomsky and Sheila Slaughter, this compilation contains an important theoretical foundation that is necessary to approach this topic.
