Between Tyranny and Anarchy provides a unique comprehensive history and interpretation of efforts to establish democracies over two centuries in the major Latin American countries. Drake takes an unusual interdisciplinary approach, combining history and political science with an emphasis on political institutions. He argues that, without a thorough examination of the historical roots and causes of Latin American democracy, most general theories can not adequately explain its failures, successes, and forms.
Latin America offers an extraordinary laboratory for the study of democratic experiments. Alongside a well-deserved reputation for authoritarianism, it boasts one of the world's deepest, richest histories of democratic movements, ideas, and institutions. Contrary to conventional wisdom, the region's leading democracies did not lag very far behind the United States and Western Europe in making numerous advances. In comparison with those countries, though, Latin America's democratic history has been distinctive because of its fundamental dilemma: how to reconcile political systems theoretically committed to legal equality with societies divided by extreme socio-economic inequalities.

Boring, but with important lessons on democracy
By C.P.M.
For many Americans one of the first thing that comes to mind when thinking about Latin American governments is dictatorship. This is sad because, as Mr. Drake points out in this book, Latin America has had one of the longest experiments in democracy since most of region gained independence in the early nineteenth century. Starting with two chapters on democratic theory and an historical overview of democracy in Latin America, Mr. Drake describes in academic detail how democratic institutions first got off to a rough start during the wars for independence and slowly progressed over the next two centuries. However, rather than focus on key figures from these different periods in history, Mr. Drake takes an institutional approach, describing how key democratic institutions (elections, congresses, political parties, etc.) evolved and grew during this period. This can reveal key insights about Latin American democracy, particularly how the region was far more advanced in holding elections than other comparable democracies in Europe or the United States, but it can be boring at times and difficult to understand when there is no historical figure to latch on to. I also found some of Mr. Drake's definitions for democracy in the first chapter to be stretching things a little bit. Though this may not be the best book on the subject, the democratic lessons of Latin America that Mr. Drake draws out in this book should not be ignored.
