Suprising view of NATO as an Instrument of Democracy

At the end of the Cold War the newly free contries that had been satelite states of the Soviet Union were faced with a problem. The only people with experience in running the country were the communists, who were not considered politically reliable, or former dissidents who may have been reliable but had no experience in leading the country.
Surprisingly, the author reports, the road to these contries adopting Western-style liberal democratic norms and institutions turned out that working with NATO has been far more influential than what would have been expected from a normal expectation of a military alliance.
NATO was involved primarily in establishing the legal and institutional arrangements in the area of Defense. This inturned helped shape definitions of appropriate liberal democratic identity in those states.
The book spends most of its time on the Czech Republic, Romania and of course in analyzing NATO from various international relationship areas.
The conclusions reached by the author are particularily interesting when compared with the viewpoint of the normal liberal to military organizations.
