About the Author
Ian I. Mitroff is an Emeritus Professor from the University of Southern California, where he taught for 26 years. He is currently the President of Comprehensive Crisis Management, a consulting firm which offers an integrated approach to Crisis Management. Mitroff is also the author of several well-received books, including Crisis Leadership (2003) and Why Some Companies Emerge Stronger and Better From a Crisis (2005). Abraham Silvers was Associate Professor of Statistics at Baylor College of Medicine and Adjunct Professor of Statistics at the University of California at San Francisco Medical School. Having written over 100 papers and book chapters, Silvers was elected a Fellow of the American Statistical Association (ASA) in 1988 for his contributions to clinical trial methodology. In 1993 he received the distinguished medal in environmental statistics from the ASA. He currently provides environmental statistical consulting and support in the design, database management and analysis of health studies and clinical trials.

Project managers need to read this book.

Regardless of your political leanings, this is a must-read book for anyone who cares about clear-headed thinking and the ploys that are used to trick us into solving the wrong problems. When "solving the wrong problem" is done unintentionally, the authors refer to this as a Type III error; when it is intentional, they refer to this as a Type IV error.

In essence the book is about qualitative analysis involving high-stakes situations, though the authors don't refer to it as such. It speaks to the logic that is involved (or should be involved) in properly framing and characterizing complex societal problems ... long before the statistician starts crunching numbers. I highly recommend the book to policy makers, decision makers, aspiring statisticians, or anyone, for that matter, who wants to recognize when and how they are being manipulated by politicians, the media, advertisers, think tanks, SIGs, etc. Also, as one who instructs and consults project managers, I believe PMs would benefit from recognizing that many of the requirements-related problems they encounter are essentially Type III errors.

But make no mistake, the authors go after some sacred cows: politics (especially right-of-center politics), the health insurance industry, religion, science, and education. So, you may need to check your sensitivities at the door if you wish to read the book with an open mind.

Two Books and One is Terrific

These are two powerhouse authors: Mitroff is one of the great figures of 20th Century organization behavior. He is Visiting Professor at the University of California at Berkeley. Abraham Silvers was Associate Professor of Statistics at the Baylor College of Medicine and now provides environmental statistical consulting services.
An interdisciplinary perspective pervades in this book.
If you purchase this book, be aware you are really buying two books. And the title gives away the problem as you will see in this review.
One book is superb.
The superb book is called HOW WE TRICK OURSELVES AND OTHERS INTO SOLVING THE WRONG PROBLEMS PRECISELY. The authors make the case that statistics only looks at Type 1 and Type 2 Errors. Type 1 Errors mean that the decision makers conclude that there is a meaningful difference when there is not. In other words, affirmatively getting the wrong answer. Type 2 Errors mean that decision makers conclude there is not a meaningful difference when there is. In other words, a failure to get it right.
Any leader will have at least an hour worth of Type 1 and Type 2 horror stories. We have all been victims. And we have all been perpetuators.
The authors then introduce a Type 3 Error: precisely solving the wrong problem.
This is a helpful perspective and a valuable one for Boards when they review strategy submitted by the CEO. Instead of asking, "Will it work?"Why not start with "are we looking at the right problem in the first place?"
Because Type 3 errors are part of the human condition, organizations can set up checks and balances to deal with it. For example, at the Board Level, meaningful Board of Director Self Evaluation does help the Board be aware of when its own group dynamics might cause it to logically and correctly solve the wrong problem.
We are all imperfect creatures and are prone to Type 3 Errors.
Ah, but then there is that second book.
It begins with the discussion of Type Four Errors: deliberate manipulation of data to cause leaders to solve the wrong problem precisely. They say it is due to "self-righteousness, overzealousness, malice, and narrow ideology." In other words, dirty rotten scoundrels contribute to DIRTY ROTTEN STRATEGIES.
This second book clearly is driven by the authors' own ideology and lack of historical perspective. They are out of their league. There is nothing new in Type 4 errors except the commonsense notion that people do manipulate information to suit their advantage. Is that news?
This second book has vitriol but lacks depth or practical solutions.
I want to emphasize that the first book is admirable. Too bad you can't buy one without getting the other.

mediocre analysis fascinating topic

This book addresses a fascinating topic of how it is, both as individuals and societies, that we go off solving the wrong problem or solving problems incorrectly. It is clear from the broad range of examples they give that they have put considerable effort into studying the issue and reaching their conclusions.

However reading thru it I found the writing stiff and tedious. Moreover they seem to take polemic stands that seem unwarranted. I stopped reading the book when I got to the following: "The inside of shopping malls is so carefully controlled and staged that it looks and feels like outside, and such outside places as theme parks, for example, look and feel like inside. As a result the concepts 'outside' and 'inside' don't mean anything anymore." At which point I decided I had better uses for my time...

Funerary practices have long been a classic topic of anthropological inquiry, which has tended to focus on death rituals as expressions and reinforcers of community ties and values. In this book, the author looks at funerals as an urban business, based on her fieldwork at a large Japanese funeral company. Her central theme is the progressive commercialization of what once were primarily religious rituals.
The book depicts the process of contemporary Japanese funerals, the practices of those who provide commercial funeral services, and the motivations and behavior of the mourners who purchase those services. In so doing, it examines the role of funeral companies in shaping Japanese cultural practices and changing an important aspect of Japanese society.
The author addresses several related questions: What cultural changes accompanied the shift from traditional community funeral rituals to commercial funeral services? How did the mass consumption of commercial funerals produce cultural homogeneity while allowing for differences in individual services? How does the marketing of professional funeral services mediate changing cultural values? How have commercial services served to objectify changing concepts of dying, death, and the deceased in contemporary Japan?
The author demonstrates that the funeral industry, the purchasers of funeral services, and Japanese values surrounding death are mutually dependent and are responsible for supporting, representing, and transforming cultural practices. Throughout, the author relates vivid and often moving details and anecdotes to lend a personal element to her study of the commodification of death in Japan.

The goal of this book is to clarify the relationship between seemingly private family life and federal public policies. It asks two important questions: How do policymakers employ the concept of family in the policy process? And, what are the consequences of employing this concept broadly in public policy?

All in the Family is the first empirical study of family in the American policy process. It shows that, far from being "private" or only a part of "family policy," family is an important part of American policymaking even in seemingly "non-family" policies like immigration, tax, and agriculture. Policymakers rely on family to determine eligibility, distribute goods, and provide justification for their positions across a wide range of policies. Ultimately, this book shows that seemingly private life makes American public policy possible, and it suggests that the ability of policymakers to accomplish their goals is intimately tied to the strength and organization of American families. Yet, it also demonstrates that relying on a dynamic institution like family can have unintended consequences, potentially destabilizing policies over time.

Well worth reading

All in the Family focuses on the use of family in terms of policy eligibility, distribution of goods, and as a normative idea to provide justification for a policy. While Strach focuses on three policy areas to test her theoretical design (immigration, tax, and agriculture) this paradigm can be used to explore other policy areas. Her discussion regarding the creation of policy gaps is seen throughout and adds an additional incentive for those interested in policy to read the book. Furthermore, the book demonstrates how the family, an area considered private, influences and is impacted by the very public realm of policy.

Strach stays on track throughout the book, demonstrating how her examples support her argument rather than veering off topic or allowing her examples to become the primary focus (as so many scholarly books unfortunately do). The research is thorough and well documented. Her writing style is focused and informative, without being dry or dull. The examples she chose not only move the debate over the public/private divide outside of traditional areas (such as welfare), but also ensures that her framework can be applied to a multitude of policy areas.

I would recommend the book first and foremost to those studying public policy (from its creation to its impact). However, it is a worthwhile read for those interested in many areas, including those interested in American government, issues of inequality, gender issues, political rhetoric, and American Political Development.

The chapters on Marx and Keynes trace some of the strange circuits of supernatural rhetoric in their work, Marx's use of ghosts and Keynes's fascination with witchcraft. The sequence linking Marx to Hamlet, for example, has as its anchor the Frankfurt School's concept of the phantasmagoria, the notion that it is in the most archaic that one encounters the figure of the new. Amazing (and not scary) Book!

I found this book almost by accident--which is the way I suppose others might find it, although people should seek it out. Anyone interested in literary and social theory, in citation, in ghosts, or in just a plain good read should read this book. It is beautifully written and contains subtle interpretations of not only Shakespeare but Marx and Weber, Keynes (whom I didn't know), etc. It has a light touch, but the concept of "reenchantment" is fascinating. Really--read this book!--you will be surprised!

Who hosts ghosts? All of us, I would think. In a remarkable and original intertextual study, Martin Harries brings Shakespeare and modern economic analysis under his purview to argue that the hunter is forever haunted by the hunted and that any attempt to disavow the supernatural will inevitably also welcome it to the party. Highly recommended.

The book can be read like a series of short stories, which include: a steel worker who was laid off after 20 years and now struggles to support his family on unemployment benefits and a part-time job; a trade unionist who finds his goals undermined by the changing nature of work; a family from Algeria living in a housing tract on the outskirts of Paris who must cope with pervasive forms of racism; and a schoolteacher confronted with urban violence. Reading these stories enables one to register these people’s lives and the forms of social suffering that infuse them.

The original publication of this book was a major social and political event in France, where it topped the best-seller list and triggered a widespread public debate on inequality, politics, and civic solidarity. It offers not only a distinctive method for analyzing social life, but another way of practicing politics.

"The Weight of the World" consists mainly of conversations with a wide variety of contemporary (mostly French) people--judges, gangsters, policemen, concierges. The various interviews, while covering quite disparate social worlds, manage to coalesce fairly well. This is excellent ethnography, and while many of the statements of these people might at first seem banal, taken as an aggregate, they support Bourdieu's theoretical framework quite well. On a more personal level, some of the interviews are quite funny and a few even made me cry. Bourdieu's works continue to challenge and demolish theories which neglect social reality. Very powerful, but I might suggest reading some of his more theoretical stuff first ("Pascalian Meditations" is very good)...

G. Alan Tarr is Director of the Center for State Constitutional Studies and Distinguished Professor of Political Science at Rutgers University-Camden. He is the author or editor of several books on constitutionalism and on federalism, and has lectured on these subjects in United States, Africa, Asia, Europe, and South America.
